Judge Santiago Pedra has issued international arrest warrants for Guatemalan ex-dictator Rios Montt, former "Defense" Minister Humberto Meija, General Fernando Romeo Lucas Garcia, former "Defense" Minister Angel Anibal Guevara, former head of police German Chupina Barahona, former Interior Minister Donaldo Alvarez Ruiz and Police Commander Pedro Garcia Arredondo for "genocide, torture, terrorism and illegal detention".
